Resolved, to help minimize lawsuits and practice the best medicine we should each seriously recognize and conscientiously follow good traditional ethical standards of beneficence, nonmaleficence, justice, and autonomy, then in addition appropriately the Judeo-Christian virtues of truth, honesty, compassion, charity, wisdom, responsibility, perseverance, courage, work, and faith. The right of physicians to practice according to their conscience must be protected by law.

Therefore be it resolved, that St. Charles – Lincoln County Medical Society supports legislation to ensure that, as electronic medical records are adopted broadly, such systems should adhere to the following principles;
·Physicians must retain responsibility for treatment decisions for patients regarding prescriptions and procedures;
·Electronic medical record systems should be provided through a neutral and open platform that does not advance the commercial interests of any particular participant (e.g., health insurers, hospitals, pharmacy benefit managers, pharmaceutical companies, , etc.) to the potential detriment of the patient;
·Electronic medical record systems must allow for submission and approval of prior authorization requests electronically, offering real-time feedback on such requests within hours;
(In the event an electronic prior authorization system is not readily available, a universal One-page prior authorization form for all payers must be used)
·Messages transmitted to physicians and their staff through electronic medical record systems must be sourced from evidence-based third-party or academically published research;
·Electronic medical record systems must support greater access to data for better clinical decision-making, including alerts to potential adverse events;
·Information communicated via electronic medical record systems should not be selectively or competitively pushed to the physician and such distribution must not diminish a patient’s right to appeal decisions;
·Electronic medical record systems must conform to prevailing quality, transparency and technical standards established for such systems; and
·Patient privacy must be protected; and be it further
Resolved, that St. Charles – Lincoln County Medical Society resolution be that prior authorization systems be transparent, with criteria for approval for a treatment readily available to the health care provider.
